Liuhe County, Tonghua City, Jilin Province is located at 42.28 degrees north latitude, which is the "golden latitude of ice and snow" in the world. It is located in one of the two regions with the best quality of natural snow resources (powder snow) in China (Dachangbai region in the southeast of Jilin Province and Altay region of Xinjiang). Meanwhile, the Changbai Mountain area has the development resources quality of world-class ski resorts. Therefore, since 2016, Jilin provincial Party committee and provincial government have focused on building a large Changbai Mountain Area (Changbai Mountain Management Committee, Tonghua City, Baishan City, Yanbian Prefecture) ice and snow ecological holiday industry cluster area. This project is located in the ice and snow industry cluster area.
